the form, enclose your check or credit card information along with a
copy of your Missouri drivers license as proof of your residency and
age, and we will process your request.

So then I asked how they issued the permits, yearly or what and what would happen if I lost it...
When a lifetime privilege is issued to you, you will receive a letter
that states the privilege has been issued and that you will receive in
the mail a gold lifetime heritage card. The lifetime heritage card is
what you will carry as proof of your privilege. There is no paper
permit or renewal each year. If it is lost, contact this office and we
will reissue the card.
So then I asked what if I moved out of state sometime down the road....
You have to be a resident of Missouri to purchase a lifetime permit but
should you become a resident of another state after purchasing a
lifetime permit, your privilege is still retained in Missouri. In other
words, if you become a resident of Illinois and you have a lifetime
fishing permit, you can still come back to Missouri and fish on your
card. This does not give you resident privileges for other permits
though. Any permits purchased in Missouri after becoming a non-resident
would be at the non-resident price. Once you get your application, all
this information is on the back.

Sound like a no-lose situation. No more yrly permits, no more trout stamps, helluva deal.. I just turned 30, so I will have to pay $350. At the current price of $12, it will pay for itself by the time I turn 59. I don't think it will stay at $12, so I figure I will come out ahead.....
Hell, I might even buy my 17 month old boy one too. Only $275.
